Europi treba pakt o održivosti i dobrobiti

Ulicama Europe i šire odjekuje poziv “promjena sustava, a ne klimatske promjene”. Kad se klimatska aktivistica Greta Thunberg sastala s predsjednikom Europske komisije Jean-Claudeom Junckerom, poručila mu je da razgovara sa stručnjacima. No što bi stručnjaci trebali reći?

Mi, stručnjaci za promjenu sustava iz akademske zajednice, civilnog društva i gradskih uprava, imamo neke odgovore. Prošle jeseni skupina od 238 znanstvenika i znanstvenica i 90.000 građanki i građana zatražila je kraj europske ovisnosti o rastu, a na konferenciji Rast u tranziciji u Beču to smo i konkretizirali. Gledamo dalje od povećanja BDP-a, prema pozitivnom planu za gospodarstvo odrasta.

Naše tri ključne točke o tome KAKO započeti tranziciju prema društvu koje prosperira unutar granica planetarne stabilnosti predlažu kreatorima i kreatoricama javnih politika na europskoj, nacionalnoj, regionalnoj i općinskoj razini kako se suočiti sa sve gorom trostrukom krizom klimatskih promjena, masovnog izumiranja i nejednakosti.

Budimo iskreni: ni Pariški sporazum ni Aichi ciljevi ni trenutni porezni režimi nisu se u stanju nositi s tim egzistencijalnim prijetnjama. Kao što je skupina znanstvenica i znanstvenika upravo napisala u časopisu Science: “Trenutne mjere za zaštitu klime i biosfere bolno su neadekvatne”.

Dubinske promjene nisu samo potrebne, već i željene. Nedavna i masovna anketa provedena diljem Europe pokazala je da većina Europljana i Europljanki sada smatra da bi okoliš trebao biti prioritet čak i pod cijenu rasta.

Postoji široki sporazum o trima glavnim sustavnim promjenama. Ova tri poteza ne isključuju druga rješenja, ali svi su hitni, mogući, potrebni, željeni i korjeniti. Zahtijevaju vizionarski način razmišljanja i poduzetan stav. Zahtijevaju odmak od inkrementalnog načina razmišljanja koji nas je doveo do ove krizne točke.

1) Zbacimo kralja BDP, okrunimo kraljicu DOBROBIT

Ljudi žele uspijevati u živom svijetu. Politike koje brinu za rast BDP-a često žrtvuju ljude i planetu, dok politike usmjerene prema dobrobiti pomažu da se oporavimo.

Prosperitet bez rasta je moguć. Rast kroz prekomjerno iskorištavanje resursa, sigurnosne prečice i zagađenje dovodi i ljude i planetu do izgaranja. Primjeri od Butana do Novog Zelanda i Barcelone pokazuju da je stavljanje socijalnog i ekološkog napretka ispred BDP-a uspješno.

Zahtjevi od Europske komisije:

  • Pakt o stabilnosti i rastu pretvoriti u Pakt o održivosti i dobrobiti.
  • Promjena s „Poslovi, rast i ulaganja“ na „Dobrobit, radna mjesta i održivost“
  • Uspostaviti Generalni direktorat za dobrobit i buduće generacije na čelu s prvim potpredsjednikom

Zahtjevi od zemalja, regija i općina:

  • Stvoriti portfelj za dobrobit i buduće generacije u središtu upravljanja

2) Od POREZNIH RAJEVA za nekolicinu do REDISTRIBUCIJE za mnoge

Više oporezivati bogatstvo a manje rad. Progresivno oporezivati zagađenje i prestati ga subvencionirati.

U dva poslijeratna desetljeća stope poreza na najviše dohotke u SAD-u i Velikoj Britaniji bile su +-90%, a sada su (znatno) niže od 50%. Većina zemalja EU ih je slijedila, puštajući bogate na miru. Kao rezultat toga, nejednakost se stalno povećava, a sve jači osjećaj (porezne) nepravde prelijeva se u društvene nemire i populizam. Prosvjedi žutih prsluka u Francuskoj pokazali su da se zagađenje ne može oporezivati ​​bez poštenog poreznog sustava. Subvencije koje podupiru zagađenje i pretjerano iskorištavanje resursa moraju se odmah ukinuti, a porezi na zagađenje/ugljik moraju se koristiti za promicanje dobrobiti najsiromašnijih.

Zahtjevi:

  • Postaviti najviše stope poreza na dohodak iznad 80% za redistribuciju obiteljima s niskim i srednjim primanjima.
  • Oporezivati zračni prijevoz radi redistribucije na bolji i niskobudžetni javni prijevoz.
  • Uvesti progresivne poreze na ugljik i prirodne izvore na njihovom izvoru i u redistribuciji.
  • Osigurati porezne poticaje za upotrebu recikliranih materijala.

3) UČINKOVITI proizvodi su dobri, ODRŽIVA rješenja su odlična

Povećanje učinkovitosti je važno, ali tek je početak rješenja

Društvena i kulturna isključenost mogu poništiti efekte povećanja učinkovitosti. Ne trebamo prodati više proizvoda, trebamo održiva rješenja koja su dugotrajna. Neke tvrtke već prodaju uslugu rasvjete umjesto žarulja kao proizvoda, s ciljem usmjeravanja poticaja u transformaciju tog proizvoda iz planirane zastarjelosti u dugotrajno rješenje. Zero waste strategija u Barceloni uključuje napredne odvojene sustave za prikupljanje otpada s pametnim spremnicima za otpad kako bi se identificirali korisnici i smanjio nesortirani otpad te potaknulo izdvajanje biootpada. Ta je strategija mnogo konkretnija od podizanja svijesti, prevencije i poticanja ponovne uporabe.

Zahtjevi:

  • Podržati razvoj boljih poslovnih modela kao što je uslužno-proizvodna ekonomija.
  • Implementirati zero waste strategiju na svim razinama upravljanja slijedeći hijerarhiju upravljanja otpadom u operacijama i EPR shemama.
  • Smanjiti PDV na radno intenzivne usluge kao što su popravci.
  • Prijeći s politike učinkovitosti na politiku dostatnosti kako bi održivi životni stil postao norma.
